Public Hearing Notice - CDBG FY 2027 - May 6, 2026 NOTICE OF PUBLIC HEARING ORANGE COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING (CDBG – FY-2027) NOTICE IS HEREBY GIVEN THAT the Town Board of the Town of New Windsor will hold a Public Hearing on the 6th day of May, 2026 at 7:00 o’clock p.m. at Town Hall, 555 Union Avenue, New Windsor, New York 12553 on a proposed Application for FY-2027 Orange County Community Development Block Grant Program. The Town Board of the Town of New Windsor invites public comments and suggestions regarding projects to be considered, by the Town of New Windsor, for application for funding of $75,000 up to $275,000, for public infrastructure, public improvements, public facilities or other eligible activities to the Orange County Office of Community Development Block Grant Program to be considered for inclusion in the County’s 2027 Action Plan to the U.S. Department of Housing and Urban Development (HUD) to be funded by the 2027 Community Development Block Grant (CDBG). The Action Plan functions as a planning document, an application for Federal funds and a strategy to be followed in administering HUD Programs. The 2027 County’s Annual Action Plan will be prepared and submitted to HUD on or before November 15, 2026, or upon such date as instructed by HUD. The purpose of the Public Hearing is to obtain the views of residents of the Town of New Windsor, public agencies, and other interested parties, on housing and community development needs, to suggest projects to address such needs, and affirmatively further fair housing. There will be a discussion of community development needs within the Town of New Windsor, proposed projects, and a review of any previous projects funded with CDBG. Organizations representing people with low and moderate incomes and people with low to moderate incomes are encouraged to attend this hearing so that their views can be heard as the CDBG program benefits people with low to moderate income. The Town of New Windsor Town Board will, at the above date, time and place hear all persons interested in the subject matter hereof. Persons may appear in person or by agent. All written communications addressed to the Town Board must be received by the Town Board at or prior to the public hearing. Written comments may also be submitted to pclarino@newwindsor-ny.gov through May 6, 2026 until the public hearing is closed. PLEASE TAKE NOTICE that on March 4, 2026, the Town Board of the Town of New Windsor, in the County of Orange, New York, adopted a bond resolution entitled: “Bond Resolution of the Town of New Windsor, New York, adopted March 4, 2026, authorizing the issuance of bonds in a principal amount not to exceed $400,000 to finance the paving of parking lots at Kristi Babcock Park and San Giacomo Park and roadways in Woodlawn Cemetery, stating the estimated maximum cost thereof is $400,000 and appropriating said amount for such purpose,” an abstract of which bond resolution concisely stating the purpose and effect thereof, being as follows: FIRST: AUTHORIZING the Town of New Windsor, New York to issue bonds in a principal amount not to exceed $400,000 pursuant to the Local Finance Law of the State of New York, to finance the paving of parking lots at Kristi Babcock Park and San Giacomo Park ($200,000 in aggregate) and roadways in Woodlawn Cemetery ($200,000).
