On October 21, 2020 at approximately 8:21am there was a School Bus Accident on Route 207 in the Town of New Windsor. New Windsor Police responded and found that a Commercial Tree Service Truck that was heading Westbound on Route 207 crossed over the double yellow line and struck the Washingtonville School District School Bus that was driving Eastbound on Route 207. They then called for Fire Units for extrication for 3 people.
Fire and Rescue Units from Washingtonville Fire Department, Maybrook Fire Department, Vails Gate Fire Department and Montgomery Fire Department.
Ambulance Response was from New Windsor Ambulance Corps with assistance from Cornwall EMS, Blooming Grove EMS, Newburgh EMS and Highland Falls EMS.
The three Injured people who were extricated and brought to the Hospital were the driver of the tree service truck, the school bus driver and 1 student who was sitting behind the bus driver. The two drivers are in Critical Condition and the little girl is in Critical but stable position. No names are being released at this time.
Seven students walked off the bus and were brought to the hospital to be seen by medical professionals. They have since been treated and released.
New Windsor Police were assisted by NY State Police, Blooming Grove Police, NYSP accident investigation Unit, and NY State DOT.
The Accident is still under investigation at this time.
The New Windsor Police Department has concluded its investigation into the cause of the October 21, 2020 fatal three vehicle collision involving a Washingtonville Central School District bus, a commercial tree service truck and a BMW sedan. The two-month long investigation determined that the commercial tree service truck, operated by Ian K. Jennings, crossed over the double yellow line and entered the oncoming Eastbound lane of traffic causing the collision with the school bus and the sedan.
Toxicology results from the New York State Police lab determined that alcohol and drugs were not a contributing factor in this collision. Accident reconstruction investigators were able to rule out excessive speed as well as any type of mechanical failure on the part of the commercial tree service truck. Investigators also determined that Mr. Jennings was not using his cellular phone nor did he suffer any type of medical event just prior to the collision.
Ian K. Jennings, 25 years old from Grahamsville, New York was cited for two violations of the New York State Vehicle and Traffic Law which include failure to keep right (section 1120A) and failure to wear a seatbelt (section 1229). He was given a court date of February 2, 2021 at 3:00 p.m. before New Windsor Town Justice George J. Meyers IV.
Chief of Police Robert L. Doss commented on the investigation, “As a result of our investigation, it was determined we do not have evidence to support any criminal charges in this case. It comes down to this being a case of a driver that was inattentive behind the wheel. Whether Mr. Jennings was drowsy or distracted by something in or around the vehicle he was operating we will never know. Mr. Jennings received two traffic summonses for his role in this horrific collision that unfortunately took the life of Andrew Sanchez and seriously injured a six-year old girl. In a matter of just a few seconds, so many lives were changed forever. The family and friends of Mr. Sanchez suffer his loss every day and the Washingtonville Central School District lost a very special employee. I want to thank the New York State Police and the Orange County District Attorney’s Office for their assistance in this investigation.”
District Attorney David M. Hoovler stated, “I commend the Town of New Windsor Police Department and the New York State Police for their diligence and thoroughness in this investigation. The tragic consequences of this collision are no doubt most keenly felt by the family and friends of the deceased, the severely injured six-year old girl and her family and friends. The whole community is saddened by their loss. Although there was no finding of criminal liability in this case, my office has assigned an experienced assistant district attorney to prosecute the traffic summonses which were issued.”

On March 26, 2021 at 10:38 p.m., the New Windsor Police Department responded to a serious motor vehicle accident with occupant entrapment on Temple Hill Road, just south of the entrance to Continental Manor Condominiums. Upon arrival of police officers, they determined the accident was a head-on collision involving a semi-trailer truck and a passenger car.
The passenger car involved was a 2019 Subaru and it was heading southbound. It was operated by Robert C. Stack, 58 years old of New Windsor. Mr. Stack was pronounced dead at the scene. He was the sole occupant in the vehicle.
The semi-trailer truck involved was a 2021 Volvo and it was heading northbound. The trailer that was being towed behind the semi-trailer truck was a gasoline tanker full of fuel but no fuel was lost from the tanker as a result of the accident. This vehicle was operated by Matthew C. Williams, 27 years old of Berlin, NY. Mr. Williams was extricated from the cab of the truck by Vails Gate Fire Department personnel. He was then transported to Montefiore St. Luke’s Hospital in Newburgh by New Windsor Emergency Medical Services ambulance. Mr. Williams sustained non-life-threatening injuries. Mr. Williams was the sole occupant of this vehicle.
The New Windsor Police Department’s accident reconstruction team responded to the scene to investigate the accident. Their preliminary investigation determined that the 2019 Subaru crossed over the double yellow line and into the oncoming path of the semi-trailer truck just prior to the collision. The cause of the accident remains under investigation.

This morning, Officer Joseph Bell and K9 Duke graduated from Canine Patrol School after 16-weeks of training in obedience, agility, criminal apprehension, handler protection, tracking and article searches. A very special thank you to the Orange County Sheriff’s Office and Sheriff Carl Dubois for hosting the school and to 1st Sergeant Dustin Palen for running the school and sharing his knowledge. Congratulations to all the police K9 teams that graduated. We are very excited for Officer Bell and K9 Duke to finally be out on patrol interacting with the community as they keep everyone safe.
On July 13, 2021 at 2:43 a.m., the New Windsor Police Department responded to a serious motor vehicle accident at the intersection of Windsor Highway (State Rt. 32) and Union Ave. (County Rt. 69). Upon arrival of police officers, they determined that the collision involved a passenger car and a one-wheeled electric skateboard. The operator of the passenger car was not injured. There were no other occupants in the car. The operator of the one-wheeled electric skateboard sustained serious injuries and was transported to Montefiore St. Luke’s Hospital in Newburgh by New Windsor Emergency Medical Services ambulance. A bicycle safety helmet was being worn by the operator at the time of the collision. The New Windsor Police Department’s accident reconstruction team responded to the scene to investigate. The cause of the collision remains under investigation. The names of the individuals involved are not being released at this time. The intersection remains closed to traffic but is anticipated to be opened by 6:30 a.m. A supplemental press release will be sent at a later time with additional information. The Police Department staff, both sworn and civilian, all made a donation towards the purchase of school supplies for local children in need. This resulted in a significant amount of school supplies being purchased for donation to the New Windsor Food Pantry for distribution to families in need.
Chief Doss commented, “I am very proud of my staff for doing this. We all understand that when a student lacks the basic resources of things such as pens, pencils, notebooks and backpacks, it can severely limit their educational opportunities. It is our hope that our efforts will positively impact some local children’s lives.”

On June 30, 2023 New Windsor Police Officer Brian Levy and K-9 Marty graduated from the Police Canine Patrol School that was hosted by the Orange County Sheriff’s Office. The school consisted of 16 weeks of hands-on training where the officer and the K-9 were instructed in obedience, agility, evidence recovery, criminal apprehension, and searching for suspects and missing persons.
Officer Levy and K-9 Marty were already certified in explosive detection and are capable of indicating on 21 explosive odors. Officer Levy has been serving with the New Windsor Police Department since 2017. He is a proactive member of the department and has served in the Community Policing Unit and the Bicycle Patrol Unit. He was recognized as the Department’s 2020 Officer of the Year.
K-9 Marty is a two-year-old German Shepherd, imported from the Slavic Republic. He was named after former New Windsor Police Detective Marty Mitchetti Jr. who passed away in 2005. Detective Mitchetti was a canine handler at the time of his death.
