The New Windsor Police Department conducted Holiday Patrols in the commercial areas of town during the month of December 2020. This increased patrol initiative consisted of uniformed officers in marked police cars, as well as less obvious patrols of detectives in unmarked police cars. The patrols occurred in and around the Vails Gate commercial area, as well as other strip mall and convenience store locations in Town. The overall purpose of these highly visible Holiday Patrols is to deter robberies and larcenies from occurring and to increase the overall safety of shoppers in town. The Holiday Patrol Initiative proved to very successful again this holiday season. In the commercial areas where the patrols occurred, there were no robberies and only four (4) larcenies reported for the whole month of December 2020. Additionally, all four larceny cases resulted in an arrest and they were all shoplifting related. Police Chief Robert Doss stated, “Historically across the country, law enforcement sees an increase in robberies and larcenies during the holiday season and we simply will not allow this to happen here. 2020 marked our third holiday season in a row where we conducted these type of high visibility patrols. Impressively and once again, our efforts showed an overall decrease in these type of incidents. I think it is so very important that people coming to New Windsor to visit our businesses feel safe and I think we accomplished this. The success of the Holiday Patrol initiative is a direct result of the hard work of our officers and detectives and I appreciate all their efforts.” It should also be noted that these patrols were conducted at no additional cost to the taxpayers.
What a great afternoon it was for Chief Doss and Officer Arcaro on their bicycle patrol.

Chief Robert Doss commented, “I want to thank everyone who stopped and talked with us today. I was truly overwhelmed by the welcome we received as we rode through the neighborhoods. This is what community policing is all about. The bicycle patrols we recently implemented have not only made the town safer but they have shown to be a great mechanism to bring our police officers closer to the community in a way that promotes positive interactions. This is so important when it comes to the level of trust and legitimacy people have in their police force.”
The New Windsor Police Department recently achieved agency re-accreditation through the New York State Law Enforcement Accreditation Program. The re-accreditation certification is good through June of 2026. The Police Department has been continuously accredited since 1996. In the first photo, supervisors of the department pose with the newly received NYS Accreditation Certificate. A second photo shows Lt. Daniel J. Valeri, our accreditation manager, receiving the John Kimball O’Neil Certificate of Achievement in recognition of his leadership and dedication to the accreditation program.
What does maintaining NYS Law Enforcement Accreditation mean and why is it important?
The NYS Law Enforcement Accreditation Program provides formal recognition that an agency meets or exceeds general expectations of quality in the field. The program has four principal goals:
In essence, accreditation acknowledges the implementation of policies that are conceptually sound and operationally effective. The cornerstone of the Accreditation Program lies in established standards that contain a clear statement of professional requirements. Agencies participating in the program conduct a thorough analysis of their organization to determine how existing operations can be adapted to meet established standards. When an agency adopts policies and procedures that meet the standards, a team of independent professionals conducts an on-site assessment to verify that all applicable standards have been successfully implemented. This process culminates with a decision by the NYS Law Enforcement Accreditation Council that the agency is worthy of accreditation.
New Windsor Police Sergeant William Ruger was awarded the New York State Governor’s Traffic Safety Committee Chair Award for 2019 for his leadership as our grant project director of the Police Traffic Services (“PTS”) grant.
New Windsor Police Sergeant William Ruger was awarded the New York State Governor’s Traffic Safety Committee Chair Award for 2019 for his leadership as our grant project director of the Police Traffic Services (“PTS”) grant. Sgt. Ruger was recognized for his effective use of NYS grant funds in increasing motorist awareness of vehicle & traffic laws and for reducing personal injury motor vehicle crashes in New Windsor by 21% over the past year. He was also recognized for his innovative and productive use of grant funding to conduct nighttime traffic checkpoints to enforce & educate motorists in the area of child passenger safety. During just two of these nighttime traffic checkpoints conducted in 2019, an astonishing 45 child restraint violations were observed by Officers and enforcement action was taken. The GTSC Chair Award is presented annually to an individual and their organization for having made efficient use of public resources and for producing programs that are innovative, superior and highly successful in promoting traffic safety. This year’s award was presented on October 24, 2019 at the NYS Highway Safety Symposium in Albany, New York. Pictured in the photo is Sgt. New Windsor Police Chief Robert Doss was also in attendance for the award presentation.
The Town of New Windsor Police Department is pleased to announce the receipt and installation of the Axis Body Worn Camera system for the members of the Department. The Department received 50 Cameras at a total one-time cost of $37,600. This includes integration into the existing server platform which meets CJIS Federal and New York State DCJS requirements for storage and security. $29,000 of the $37,600 was donated from businesses and community stakeholders from throughout the Town. These body cameras will help to increase transparency, public trust, and confidence with the Public as well as assist in investigations. With Pricing quotes coming in as high as $234,000, the Department was very happy to be put in contact with the Axis Communications from our Town IT (internet technology) Department. Axis is already a vendor with the Town for their security camera platform which is utilized at numerous Town owned property. By going with the Axis Company, New Windsor Police is the first Department in the Tri-state area to utilize their camera system. The camera had great results during the test phase and with a one-time cost of $37,600 it became apparent that Axis was the right company for this task. Police Chief Robert Doss stated, “The implementation of this body camera technology in New Windsor is a huge step forward for us. Supervisor Meyers and I moved this project along as quickly as we did because we felt it was a great way to add to the level of transparency that the community expects from its police. These body cameras will not only contribute to further enhance the trust level that the New Windsor community has in its police force but they will also enhance officer safety. I want to thank the businesses in town that donated towards the costs of the project. Their generosity took a majority of the costs off of the taxpayers. Also, Patrick Mangan of our town’s Information Technology Department, played a huge role in this project’s success and its implementation. I think this whole project is a great example of how the police and the community can work together to get things done for the benefit of everyone involved.”
On Friday, April 9, 2021, the United States Attorney’s Office for the Southern District of New York released the below press release announcing the arrest of Tishawn C. Woods and an accomplice on federal charges relating to two gas station robberies that occurred in the Town of New Windsor. These two-armed robberies occurred in the early morning hours of March 22nd and March 28th, 2021 at two different 24-hour gas stations along Little Britain Road near Stewart Airport.
New Windsor Police Chief Robert L. Doss stated, “These serious crimes that were committed by Mr. Woods and his accomplice put innocent lives in danger. Armed robberies are rare occurrences here in New Windsor because we have shown that they will absolutely not be tolerated and we will not rest until the perpetrators are brought to justice. We are committed to using every resource we have at our disposal to solve serious crimes like these. I want to commend our patrol and detective divisions, both of which played a vital role in this case and the investigation. Our close partnership with the F.B.I. Safe Streets Task Force was a critical component in the success of this investigation. Our membership in the task force has undoubtedly made New Windsor a safer place and this has been proven time and time again. I also want to thank the City and Town of Newburgh Police Departments, the U.S. Attorney’s Office for the Southern District, the Orange County Crime Analysis Center and the O.C. District Attorney’s Office for their valuable assistance. The teamwork and coordination displayed by all of the agencies involved is indeed commendable.”

September 25th was National Car Seat Check Saturday so NWPD decided to hold a car seat inspection event at Police Headquarters with the assistance of Orange County Traffic Safety Programs. At the event, car seat technicians checked a total of 19 child seats to ensure they were installed properly and that the seats met safety standards. A special thank you goes out to Traffic Safety Educators Kecia Healy and Doug Krauss for all the help! Thank you to everyone who stopped by the event and made it a success!
