Notice of Permissive Referendum - 6M

TOWN OF NEW WINDSOR, NEW YORK

        PLEASE TAKE NOTICE that on December 2, 2020, the Town Board of the Town of New Windsor, in the County of Orange, New York, adopted a bond resolution entitled:

“Bond Resolution of the Town of New Windsor, New York, adopted December 2, 2020, authorizing the reconstruction and/or resurfacing of various roads in said Town, stating the estimated maximum cost thereof is $6,000,000, appropriating said amount therefor, and authorizing the issuance of $6,000,000 bonds of said Town to finance said appropriation,”

an abstract of such bond resolution, concisely stating the purpose and effect thereof, being as follows:

 

     FIRST:  AUTHORIZING said Town to reconstruct and/or resurface various roads in and for the Town, including, but not be limited to, any necessary milling, and drainage improvements and upgrades, incidental to said reconstruction and/or resurfacing; STATING the estimated maximum cost thereof, including preliminary costs and costs incidental thereto and to the financing thereof, is $6,000,000; APPROPRIATING said amount therefor; and STATING the plan of financing includes the issuance of $6,000,000 bonds of the Town to finance said appropriation, and the levy of a tax upon all the taxable real property within the Town to pay the principal of said bonds and interest thereon;

      SECOND:  AUTHORIZING the issuance of $6,000,000 bonds of the Town pursuant to the Local Finance Law of the State of New York (the “Law”) to finance said appropriation;

      THIRD:  DETERMINING and STATING the period of probable usefulness applicable to the purpose for which said bonds are authorized to be issued is fifteen (15) years; the proceeds of said bonds and any bond anticipation notes issued in anticipation thereof may be applied to reimburse the Town for expenditures made after the effective date of this bond resolution for the purpose for which said bonds are authorized; the proposed maturity of said bonds will exceed five (5) years; and the project is a Type II action under the State Environmental Quality Review Act (SEQRA) and no further environmental review is required;

     FOURTH:  DETERMINING that said bonds and any bond anticipation notes issued in anticipation of said bonds, and the renewals of said bond anticipation notes, shall be general obligations of the Town; and PLEDGING to their payment the faith and credit of the Town;

    FIFTH:  DELEGATING to the Supervisor the powers and duties as to the issuance of said bonds and any bond anticipation notes issued in anticipation of said bonds, and the renewals thereof, and other related powers; and

      SIXTH:  DETERMINING that the bond resolution is subject to permissive referendum.

Please take notice that the Town of New Windsor will receive sealed bids for:

Town of New Windsor Police Body Worn Camera System

At the office of the Town Clerk, Town of New Windsor, County of Orange, State of New York, until 10:00 a.m. eastern standard time, on December 30, 2020, at which time all bids received will be publicly opened and read aloud. 

Bids will be opened and read aloud at 10:00 a.m. (local time) on December 30, 2020, in the Town Clerk’s office or Town Hall, both of which are located at 555 Union Ave, New Windsor, NY 12553.  Due to the current COVID-19 situation and in recognition of Executive Orders issued by the Governor of the State of New York, the bid opening will not be open to the public.  Instead, it will be streamed live on the Town’s Facebook page at http://facebook.com/newwindsorny.

Information for bidders, specifications, and bid sheets may be obtained by either:

  1. Visiting the Town Clerk’s office at 555 Union Ave., New Windsor, NY 12553

(Please note, consistent with federal, state and local health official’s social distancing recommendations in response to the COVID-19 pandemic, the town has reduced in-office staff hours and town hall is presently open to the public by appointment only, during limited hours, Monday – Friday from 11:00 a.m. to 3:00 p.m. Appointments can be made by calling the Town Clerk’s office at 845-563-4611.  Temperature checks and face masks are required to enter Town Hall.  Anyone with a fever or refusing to wear a mask will be denied entry); or

2. Calling the Town Clerk’s office at 845-563-4611 to request an email of the Dropbox link containing the aforementioned material. 

All prospective bidders requesting information must provide an email address for notification of any changes in the manner by which the bids will be opened and in order to receive any addendums to the request for proposals. 

Only those persons/companies whose name and address are on the official record of having obtained bid specifications will be permitted to submit a bid and, if necessary, receive any addendums.

The Town Board of the Town of New Windsor reserves the right to reject any or all bids received and to waive any informalities contained in any bids received or in the process by which such bids are submitted.  No bidder may withdraw their bid within sixty (60) days of the actual bid opening.

Vails Gate Fire District- Notice of Annual Election

NOTICE OF ANNUAL ELECTION
VAILS GATE FIRE DISTRICT 

PLEASE TAKE NOTICE that the Annual Election of the Vails Gate Fire District will take place on December 8, 2020, between the hours of 6:00 P.M. and 9:00 P.M. at the firehouse located at Route 94 (Blooming Grove Turnpike), Vails Gate, New York for the following purposes: 

To elect one (1) Fire District Commissioner for a five (5) year term commencing January 1, 2021 and ending December 31, 2025; and 

To elect one (1) Fire District Commissioner for the three (3) year balance of an unexpired term commencing January 1, 2021 and ending December 31, 2023. 

All residents of the Vails Gate Fire District, who are duly registered to vote with the Orange County Board of Elections on or before November 16, 2020 shall be entitled to vote at this election.

 Any person desiring to have his or her name appear on the ballot for one of the above offices must have filed a petition, specifying the office by term expiration date for which the name should appear, signed by at least twenty-five (25) qualified electors of the Fire District, with the Secretary of the Fire District, not later than November 18, 2020.

Town Court Update - October 15th

Court Updated Status: October 15, 2020

*** UPDATE: The Court Lobby will be open Monday through Friday 11 AM – 3 PM to file new cases, answering Vehicle and Traffic Tickets, which include: initial plea to the summons;  providing documentation that insurance and/or registration was in effect when issued the VTL Summons; vehicle defect issues have been corrected and paying fines, along with any court filings.

When visiting the court lobby 11 AM- 3 PM, you must enter through the front entrance of Town Hall. All court appearances 3 PM or later must enter through the side Courtroom entrance. 

The Town of New Windsor Court Room is currently limiting in-person appearances for criminal arraignments, hearings and trials, small claim matters, Town Code violations, vehicle and traffic and civil proceedings.

We thank you for your cooperation in the effort to prevent the spread of Covid-19 to the others in the community.

Town Encourages Less Visits to Town Hall Amid COVID-19 Pandemic

Supervisor Meyers is requesting anyone who does not need to physically come to town hall to please conduct business through email or phone whenever possible. If you are paying your water bill, the bills can either be mailed in, dropped through the mail slot in the front door of town hall after hours, or given to the court officer at the front door during the hours of 11am-3pm.

Town hall is still currently open to the public from 11am-3pm. For the safety of our employees and everyone visiting town hall, we are trying to reduce the number of people coming into town hall. New Windsor is currently the third highest in positive COVID-19 test results in Orange County. Court officers are still screening temperatures of all visitors and masks are required. We thank everyone for their help in this matter!
