  TOWN OF NEW WINDSOR

  LOCAL LAW

  AMENDMENT TO CHAPTER 300 OF THE CODE OF THE TOWN OF NEW WINDSOR ENTITLED “ZONING” AND AMENDMENT OF ZONING MAP

  IN FURTHERANCE OF THE IMPLEMENTATION OF THE TOWN’S COMPREHENSIVE PLAN UPDATE

  PLEASE TAKE NOTICE that the Town Board of the Town of New Windsor will hold a public hearing at a Special Town Board Meeting on the 10^th day of March, 2021 at 7:00 p.m. in Town Hall, 555 Union Avenue, New Windsor, New York, to consider a Local Law entitled “A Local Law Amending Chapter 300 of the Code of the Town of New Windsor entitled “Zoning” and to Amend the Zoning Map in Furtherance of the Implementation of the Town’s Comprehensive Plan Update.”  Said proposed Local Law furthers recommendations made in the Town’s draft Comprehensive Plan Update, includes modifications to its AP, CL-2, PI and R-1 bulk tables, and anticipates rezoning the following parcels within the Town of New Windsor:

  • Town tax map parcels identified as 56-1-22.32 and 56-1-20 shall be rezoned so they are fully within the R-1 zone;

  • Town tax map parcels 26-1-1.1, 26-1-1.2, 40-2-8 and 44-1-14 shall be rezoned from R-5 to R-4;

  • Tax map parcels 29-1-20.31, 29-1-20.32, 29-1-91.22, 29-1-92.22, 29-1-93, 31-3-1, 31-3-2, 31-3-3, 31-3-4.2, 31-3-7, 31-3-8, 31-3-9, 31-3-10, 31-4-1, 31-4-2, 31-4-3, 31-4-4, 31-4-5, 31-4-6, 31-4-7, 31-4-8, 31-4-9, 31-4-10, 31-4-11, 31-4-12, 31-4-13 and 31-4-14 shall be rezoned from OLI to R-1

  • Town tax map parcels 4-1-31.22 and 4-1-26.2 shall be rezoned from R-5 to R-4;

  • Town tax map parcels 100-1-1, 100-1-2, 100-1-3, 100-1-4, 100-1-5, 100-1-6, 100-1-7, 100-1-32, 100-1-33, 100-1-34, 100-1-35, 100-1-36, 100-1-37, 100-1-38, 100-1-39, 100-1-40, 100-1-41, 100-1-42, 100-1-43, 100-1-44, 100-1-45, 100-1-46, 100-1-47, 100-1-48, 100-1-49, 100-1-50, 100-1-51, 100-1-52, 100-1-53, 100-1-54, 100-1-55, 100-1-56, 100-1-57, 100-1-58, 100-1-59, 100-1-60, 100-1-61, 100-1-62, 100-1-63, 100-1-64, 100-1-65, 100-1-66, 100-1-90, 100-1-92, 100-1-93, 100-1-94 and 100-1-96.2 shall be rezoned to CL-2; and

  • Town tax parcel 95-1-21 shall be rezoned from R-3 to Parks.

  The hearing will be held on March 10, 2021 at 7:00 p.m., however, due to public health and safety concerns related to COVID-19 and in accord with Executive Orders issued by the Governor of the State of New York, the Town intends to conduct this hearing remotely, with board members participating via videoconferencing technology from various locations.    Please check the Town’s website and Facebook page prior to the Public Hearing for updates, which may be necessary due to a lifting of the Governor’s Executive Orders.

  If conducted remotely, the public will be able to view the hearing on the Town’s official Facebook page (https://www.facebook.com/NewWindsorNY/) or listen by telephone.  Information on how to listen by telephone will be posted before the meeting on the Town’s website at http://newwindsor-ny.gov/New-Windsor-Connect/Online-Meetings (a link to this page can also be found on the top right hand side of the Town’s homepage at http://newwindsor-ny.gov/).     

  Every effort will also be made to give the public the opportunity to participate in the hearing via videoconference.  Instructions on how to participate will be posted before the hearing on the Town’s Facebook page and on the Town’s website, at the web address listed above.   

  Any member of the public that wishes to be heard may email questions or comments, before or during the hearing, to questions@newwindsor-ny.gov.  Further comments will also be accepted via this email address for up to 10 days after the close of the March 10, 2021 public hearing.

  Orange County Executive Order: Burn Ban - State of Emergency Declared on October 28th

  Executive Steven M. Neuhaus Issues Burn Ban Executive Order

  COUNTY OF ORANGE

  EXECUTIVE ORDER NO. 13 OF 2024

  DECLARING A STATE OF EMERGENCY IN ORANGE COUNTY 

  DUE TO PROLONGED DRY WEATHER CONDITIONS 

  AND PROHIBITING CERTAIN BURNING ACTIVITIES 

            I, Steven M. Neuhaus, County Executive of the County of Orange, State of New York, do hereby declare as an EXECUTIVE ORDER the following:

  WHEREAS, the entirety of the County of Orange (hereinafter the “County”) has been experiencing prolonged dry weather conditions over the course of several months, which has resulted in extremely dry vegetation and environmental conditions that are susceptible to fire; and

  WHEREAS, said prolonged dry weather has created a real, immediate and continued danger of wildfires and fire-related hazard, and the concomitant perilous effect on the lives and safety of the inhabitants that live in the effected portions of the County, and which require immediate measures to protect the lives, health and safety of the public; and 

  WHEREAS, local fire officials are reporting elevated fire danger levels that are a direct threat to the lives, health and safety of the residents and visitors in the County; and 

  WHEREAS, the National Integrated Drought Information System currently lists the County as being “Abnormally Dry” and provides that September 2024 was the 8th driest September on record for Orange County over the past 130 years; and  

  WHEREAS, pursuant to Section 24 of the Executive Law of the State of New York, the County Executive of Orange County, as its Chief Executive, is authorized to proclaim a local state of emergency within any part or all of the territorial limits of the County of Orange, and in connection therewith the County Executive may promulgate local emergency orders to protect life and property or to bring the emergency situation under control.

  NOW, THEREFORE, I, Steven M. Neuhaus, as County Executive and Chief Executive of the County of Orange, New York do hereby find the public safety to be imperiled by the present and imminent conditions created by the above-referenced weather conditions and the resulting risk of fire and fire-related hazards to the lives of residents, officials, rescue workers and other in the County of Orange and, consequently, to safeguard the lives, health, safety and property of the public, I do hereby declare a STATE OF EMERGENCY for the entirety of the County of Orange pursuant to, inter alia, New York State Executive Law Sections 24 and 25, beginning at 1:00 p.m. this date, October 28, 2024, and continuing until such time that I declare the State of Emergency is no longer necessary or such declaration expires by law, whichever is first; and

  I FURTHER ORDER, that as a result of my Declaration of a State of Emergency and above findings, that for the duration of this Declaration and Order subject to extensions, if necessary, that the following is hereby PROHIBITED within the boundaries of the County of Orange:

  All outdoor burning of any material, including, but not limited to, yard waste, household paper products, bonfires, campfires, warming fires, outdoor fireplaces, outdoor chimneys and any cooking fires unless such an activity is expressly authorized by the New York State Department of Environmental Conservation.

  The following exceptions shall apply to the above list: (i) outdoor cooking for food exclusively is permitted within a contained gas or charcoal grill; (ii) any firefighting training; and (iii) any burn operations expressly approved by the New York State Department of Environmental Conservation.

  Pursuant to New York Executive Law § 24(5), any person who knowingly violates this Executive Order is guilty of a class B misdemeanor.

            This Executive Order shall take effect immediately and, pursuant to New York Executive Law § 24(3) shall be (1) signed in quadruplicate, (2) published as soon as practicable in a newspaper of general circulation in Orange County and transmitted to the radio and television media for publication and broadcast, and (3) filed within 72 hours or as soon thereafter as practicable in the (i) office of the Clerk of the County Legislature, (ii) office of the County Clerk, (iii) office of the Secretary of State, and (iv) State Office of Emergency Management within the Division of Homeland Security and Emergency Services, either directly and/or through the County of Orange Division of Emergency Management.

• Town Hall and Recreation Closed on Friday, March 27

  In an abundance of caution for our employees, our Town Hall and Recreation Department with be closed this Friday, March 27 for a deep cleaning and sanitization of all office space. Refuse and recycling will be picked up as normal.   San Giacomo Dog Park re-opens March 1st, 2022! Stop by the Town Clerk's office to become a member or to renew your membership. To prevent uninterrupted use of the Dog Park, please complete the 2022 DOG PARK APPLICATION and return to the Town Clerk's office before March 31, 2022.

  Supervisor Meyers Announces Bicycle Patrol Unit Resuming Operation effective May 1st

  Supervisor Meyers announced today that effective May 1st the Town of New Windsor Police Department’s Bicycle Patrol Unit will resume operation throughout our town. This unit will be on patrol in our numerous housing developments for the remainder of the spring and summer months. The Bicycle Patrol Unit is part of our community policing endeavor and will not only make our town safer, but it will put our officers in direct contact with our residents in town. The Town Board established this unit last year in hopes of increasing interaction between the police and the community. The feedback last year was very positive from both the officers assigned to the unit and the residents. If you see them riding by in the upcoming months, stop them and say hello!
