New Windsor Police Hold Annual Awards Ceremony
On May 15, 2024 the New Windsor Police Department held it’s 39th Annual Awards Ceremony, honoring and recognizing first responders for their actions in 2023. The department recognized 29 recipients with 55 awards. The ceremony is held during National Police Week each year. It aims to celebrate the contributions of department members and partners, recognizing their hard work, dedication, loyalty and commitment to keeping our community safe.
This year’s ceremony fell on National Peace Officers Memorial Day, a day to recognize those law enforcement officers who lost their lives in the line of duty for the safety and protection of others. Department Chaplain, Tony Ferraiuolo, reminded attendees of the 58 police officers already lost in 2024. Police Chief Dan Valeri echoed this in his remarks.
The chief went on to thank the family members present for their sacrifices and support, noting the long hours and missed family events and celebrations. “All of this is hard on a family,” he said. The chief reminded attendees of what it takes to be a police officer in today’s society – the roles officers must fill and the traits they must possess. “Every one of these men and women deserves to be recognized for the work that they do every day,” he said.
Town Supervisor Stephen Bedetti agreed stating, “to be a police officer or a first responder in our current climate is a challenge to say the least, you will not find a better group of administrators, supervisors, police officers and civilian members than the New Windsor Police Department. Our residents should rest easy knowing that our officers are a phone call away in a time of need, whenever that may occur. “
As the ceremony continued, awards were presented to members of the New Windsor Police Department, Town of Cornwall Police Department, the City of Newburgh Fire Department and the Town of New Windsor Building and Grounds Department. The following awards were presented:

Two New Windsor Men Charged with Narcotics and Weapons Offenses
Today Dispatcher Kristi Fitzpatrick was presented with the New Windsor Police Department Service Achievement Award in recognition of her 30 years of service with the town. Town Supervisor George Meyers also presented a certificate recognizing her continuing services and contributions to public safety.
Dispatcher Fitzpatrick is currently the department’s Dispatch Supervisor and works closely with all of our emergency services, which includes all police, fire, and ambulance services.
We congratulate and thank her for her continued service and dedication to the department and to the town and its residents.

On Sunday, August 27, 2023 New Windsor Police responded to a report of a motor vehicle accident on Little Britain Rd. in the area of Executive Dr. While the accident was being investigated, Police Officer Maria Schettini was directing traffic around the crash site when she was struck by a passing vehicle. The vehicle fled the scene and was subsequently stopped by officers over a mile away. The driver of the vehicle was identified as Claudia A. Rudin, 74, of New Windsor. Officer Schettini was transported by New Windsor Emergency Medical Services Ambulance to Montefiore St. Luke’s Cornwall Hospital in Newburgh for treatment. She was admitted to the hospital and remains in stable condition. The incident is still under investigation. New Windsor Police are asking anyone who may have witnessed the incident to contact Detective Moore of the Town of New Windsor Police Department at (845) 565-7000.
A criminal charge is merely an allegation that a defendant has committed a violation of the criminal law, and it is not evidence of guilt. All defendants are presumed innocent and entitled to a fair trial, during which it will be the State of New York’s burden to prove guilt beyond a reasonable doubt.

The New Windsor Police Department has announced a new program to aid members of vulnerable populations. The department has created a voluntary registry where family members may supply vital information about loved ones who are prone to wandering. This may include individuals with Alzheimer’s Disease, Dementia, Autism, Traumatic Brain Injury or any other type of special needs, physical or mental disability.
Participation in this program is completely voluntary and information provided will be kept at the Police Department and only used when necessary to identify or locate a missing or wandering person. In the event of an emergency, this information can allow officers to quickly and efficiently handle any incident that may arise. It provides officers with relevant and pertinent details that aid in identifying and reconnecting vulnerable persons with their loved one when minutes count.
New Windsor Police Chief, Dan Valeri stated, “Often times, police officers encounter individuals who may not be able to identify themselves or provide their home address. Being able to search the registry, can assist officers in identifying these individuals and getting them home safely. Additionally, when a family member needs to report their loved one missing, the necessary information is already available for police to disseminate and begin a search.”
The goal of the program is to promote community safety, improve officer safety, increase the efficiency of operations, and give community members some peace of mind for loved ones that may be prone to wandering.

On June 30, 2023 New Windsor Police Officer Brian Levy and K-9 Marty graduated from the Police Canine Patrol School that was hosted by the Orange County Sheriff’s Office. The school consisted of 16 weeks of hands-on training where the officer and the K-9 were instructed in obedience, agility, evidence recovery, criminal apprehension, and searching for suspects and missing persons.
Officer Levy and K-9 Marty were already certified in explosive detection and are capable of indicating on 21 explosive odors. Officer Levy has been serving with the New Windsor Police Department since 2017. He is a proactive member of the department and has served in the Community Policing Unit and the Bicycle Patrol Unit. He was recognized as the Department’s 2020 Officer of the Year.
K-9 Marty is a two-year-old German Shepherd, imported from the Slavic Republic. He was named after former New Windsor Police Detective Marty Mitchetti Jr. who passed away in 2005. Detective Mitchetti was a canine handler at the time of his death.
On June 8, 2023, The Town of New Windsor Police Department, in conjunction with investigators from the New York State Police, conducted an undercover investigation into prostitution and unlicensed / illegal massages being conducted at several locations in the Town of New Windsor. This investigation resulted in the arrest of three (3) persons, all charged with one (1) count of Unauthorized Practice of a Profession, under the NYS Education Law – Section 6512 (E-Felony) and one (1) count of Prostitution – Penal Law 230.00 (B-Misdemeanor).
None of the defendants held professional licenses, as required by law, to practice the acts, each performed on the undercover officers and each also solicited the officer for sexual acts.
This investigation was initiated, after the New Windsor Police Department received several complaints from residents and local businesses of suspicious activity occurring at these locations.
The following persons were arrested at the following businesses:
A & A Spa – 357 Windsor Hwy, New Windsor: Jung Sook Kim, 62, of Jackson, NJ Sun & Moon Spa – 357 Old Forge Hill Road, New Windsor: Enshu Kim, 49, of Flushing, NY The Massage Spa – 3141 Rt. 9W, New Windsor: Heni Zhou, 41, of New Hyde Park, NY
All three (3) were released on appearance tickets and are scheduled to appear on July 11, 2023 at 4:00 p.m. in the Town of New Windsor Justice Court.
Police Chief Dan Valeri stated, “I anticipate additional undercover operations and inspections of these types of massage parlors in the future. Let this be a warning to those who operate these types of illicit businesses and to those individuals who visit them. We will not tolerate this type of activity in this town.”
Supervisor George Meyers added, “If this activity doesn’t cease, we will be monitoring the license plates of those that patronize these businesses.”

On Thursday, May 11, 2023, the New Windsor Police Department conducted an underage alcohol sale enforcement detail at 26 businesses in town that are licensed to sell alcoholic beverages. As part of the detail, underage decoys were sent into the businesses and attempted to purchase alcohol. In all 26 attempts, the sale was denied. The Police Department regularly advises business owners of the seriousness of underage alcohol sales and warns them that enforcement details could be conducted. In 2022, a similar detail resulted in four arrests. Police Chief Dan Valeri commented, “The sale of alcoholic beverages to a minor is one of the most serious violations of the Alcohol Beverage Control Law. We are very pleased to see one hundred percent compliance this time around.”

This year, in honor of Police Week, New Windsor Police Chief Dan Valeri, along with Lieutenant Matt Monahan, Sergeant Hannah Lake, PBA President Frank Volpe and School Safety Officer Hardy Pierce, participated in this year’s Virtual National Police Week Memorial 5K – a race uniting thousands of law enforcement officers and their supporters to remember those officers killed in the line of duty. Chief Valeri ran in honor of Sergeant Vincent Oliva and Officer John Cortazzo of the Port Authority Police Department, both of whom died as a result of illnesses sustained during the rescue and recovery efforts following the 9/11 attack on the World Trade Center. Chief Valeri was a classmate of Cortazzo and a student of Oliva when he attended the Port Authority Police Explosive Detection Canine School in 2001. Lt. Monahan ran in honor of NYPD Officer Patrick Monroe who died as a result of cancer that he developed following his assignment to the search and recovery efforts at the World Trade Center following the 9/11 terrorist attacks. Officer Monroe was the uncle of New Windsor Officer Joseph Finnerty. Sgt. Lake dedicated her run to the memory of NYPD Detective Michael Hanson. Det. Hanson died of a neurological illness which was likely attributed to his response to the 9/11 World Trade Center Attack. His family is still awaiting the line of duty death designation. Officer Pierce, who is assigned as the School Safety Officer at the Little Britain Elementary School, ran with school employees Todd Grodin, Marisa Sitko, Lindsey Krause and Jeanna Santagato, who chose to join his team for the event. Together they ran in honor of Officer Breann Leath. Officer Leath was an Indianapolis Metropolitan Police Officer who was shot and killed on April 9, 2020 while responding to a domestic disturbance. In addition to honoring the fallen officers, Chief Valeri created the team to participate in this year’s event to promote wellness and unity within the department. He also ran the 3.1 miles in his department issued bulletproof vest as a reminder to officers that there is no good reason not to wear their body armor. The National Police Week 5K is presented by The Officer Down Memorial Page (ODMP), a non-profit organization dedicated to honoring America’s fallen law enforcement heroes. As the largest law enforcement memorial in the United States, ODMP preserves the memories of 26,000+ fallen officers in its online memorial and reflection pages.

On Sunday, December 11, 2022 at 6:46 p.m., the New Windsor Police Department responded to an apartment on Copper Court for a reported stabbing. Upon arrival, Officers located a chaotic scene with several individuals present. Officers also located two individuals that were injured and bleeding. The injured were a 32-year old female that had a puncture wound to her abdomen and a 51-year old male that had a puncture wound to his shoulder. Both injured individuals were transported to Montefiore St. Luke’s Cornwall Hospital in Newburgh by New Windsor Emergency Medical Services ambulance for treatment. Both were treated at the hospital and released. Investigation at the scene and at the hospital by New Windsor Police Officers and Detectives developed probable cause to believe that the 51-year old male had stabbed the 32-year old female with a knife causing her injury. Exactly how the 51-year old male became injured remains under investigation. The arrested 51-year old male is identified as Gerald D. Jackson, of New Windsor NY. He was charged with Assault in the second degree (class D-Felony) and Criminal Possession of a weapon in the third degree (class D-Felony). He was arraigned before City of Newburgh Judge Joanne M. Forbes and released to probation to appear December 13, 2022 in the Town of New Windsor Court at 4:00 p.m. A stay away order of protection was issued.

We will not be releasing the booking photograph of Mr. Jackson due to it now being prohibited under New York Public Officers Law, Section 89, which was amended in mid-2019 to prohibit the release of booking photographs due to it being an “unwarranted invasion of personal privacy”.
