Notice of Public Hearing: Repeal & Rescind Local Law 5-2000 "Towing"

PLEASE TAKE NOTICE that the Town Board of the Town of New Windsor will hold a public hearing on the 3rd day of February, 2021 at 7:00 p.m. in Town Hall, 555 Union Avenue, New Windsor, New York, to consider a Local Law to repeal and rescind Local Law 5-2000 of the Town Code of the Town of New Windsor, entitled “Towing”, in its entirety, including any and all amendments thereto.

The hearing will be held on February 3, 2021 at 7:00 p.m., however, due to public health and safety concerns related to COVID-19 and in accord with Executive Orders issued by the Governor of the State of New York, the Town intends to conduct this hearing remotely, with board members participating via videoconferencing technology from various locations.    Please check the Town’s website and Facebook page prior to the Public Hearing for updates, which may be necessary due to a lifting of the Governor’s Executive Orders.

If conducted remotely, the public will be able to view the hearing on the Town’s official Facebook page (https://www.facebook.com/NewWindsorNY/) or listen by telephone.  Information on how to listen by telephone will be posted before the meeting on the Town’s website at http://newwindsor-ny.gov/New-Windsor-Connect/Online-Meetings (a link to this page can also be found on the top right hand side of the Town’s homepage at http://newwindsor-ny.gov/).      

Every effort will also be made to give the public the opportunity to participate in the hearing via videoconference.  Instructions on how to participate will be posted before the hearing on the Town’s Facebook page and on the Town’s website, at the web address listed above.

30 Day Public Notice Review and Comment Update Hazard Mitigation Plan

NOTICE OF THIRTY (30) DAY PUBLIC REVIEW AND COMMENT PERIOD FOR THE ADOPTION OF AN UPDATE TO TOWN-WIDE HAZARD MITIGATION PLAN

The Town of New Windsor is preparing an update of their previously adopted 2016 Hazard Mitigation Plan. This update to the Plan allows the Town to remain eligible for future Federal and New York State mitigation and disaster funding. 

Public notice is hereby given that the Town of New Windsor Town Board is soliciting public review and comment on its Draft Hazard Mitigation Plan for a period of thirty (30) days commencing on January 15, 2021 and continuing through February 15, 2021. The Town Board has therefore directed the Town Clerk to post a complete copy of the Draft Hazard Mitigation Plan on the Town of New Windsor’s website at: www.newwindsor-ny.gov for public review and comment. In addition, a complete copy of the Draft Hazard Mitigation Plan is on file and available for inspection in the Town Clerk’s Office located at the Town of New Windsor Town Hall, 555 Union Avenue, New Windsor, New York 12553.  Current Town Hall business hours are, by appointment only, Monday through Friday, from 11:00 a.m. to 3:00 p.m. 

The Town of New Windsor Town Board is holding a public hearing on the draft Plan at its March 3, 2021 Town Board Meeting at 555 Union Avenue, New Windsor, New York 12553, at 7:00 p.m.

The resolution, a summary of which is published herewith, has been adopted on December 2, 2020, and an abstract thereof has been published and posted as required by law and the period of time has elapsed for the submission and filing of a petition for a permissive referendum and a valid petition has not been submitted and filed.  The validity of the obligations authorized by such resolution may be hereafter contested only if such obligations were authorized for an object or purpose for which the TOWN OF NEW WINDSOR, in the County of Orange, New York, is not authorized to expend money or if the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of publication of the notice, or such obligations were authorized in violation of the provisions of the constitution.

Object or purpose:                to reconstruct and/or resurface various roads in and for the Town, including, but not be limited to, any necessary milling,    and drainage improvements and upgrades, incidental to said reconstruction and/or resurfacing.

 usefulness:                           fifteen (15) years

Supervisor Meyers contacting state and county officials regarding COVID-19 vaccine location in New Windsor

Supervisor Meyers is contacting New York State and Orange County Executive Steve Neuhaus in regards to setting up a COVID-19 vaccination location at the Town Hall Complex. New Windsor Emergency Services has two Registered Nurses on staff who would administer the vaccine to eligible residents. 

All New York State guidelines would be followed. Supervisor Meyers would like to make it easier for eligible New Windsor residents to receive the vaccine.

The town will announce any plans as soon as it has more information from the state and county.

Notice of Permissive Referendum - 6M

TOWN OF NEW WINDSOR, NEW YORK

        PLEASE TAKE NOTICE that on December 2, 2020, the Town Board of the Town of New Windsor, in the County of Orange, New York, adopted a bond resolution entitled:

“Bond Resolution of the Town of New Windsor, New York, adopted December 2, 2020, authorizing the reconstruction and/or resurfacing of various roads in said Town, stating the estimated maximum cost thereof is $6,000,000, appropriating said amount therefor, and authorizing the issuance of $6,000,000 bonds of said Town to finance said appropriation,”

an abstract of such bond resolution, concisely stating the purpose and effect thereof, being as follows:

 

     FIRST:  AUTHORIZING said Town to reconstruct and/or resurface various roads in and for the Town, including, but not be limited to, any necessary milling, and drainage improvements and upgrades, incidental to said reconstruction and/or resurfacing; STATING the estimated maximum cost thereof, including preliminary costs and costs incidental thereto and to the financing thereof, is $6,000,000; APPROPRIATING said amount therefor; and STATING the plan of financing includes the issuance of $6,000,000 bonds of the Town to finance said appropriation, and the levy of a tax upon all the taxable real property within the Town to pay the principal of said bonds and interest thereon;

      SECOND:  AUTHORIZING the issuance of $6,000,000 bonds of the Town pursuant to the Local Finance Law of the State of New York (the “Law”) to finance said appropriation;

      THIRD:  DETERMINING and STATING the period of probable usefulness applicable to the purpose for which said bonds are authorized to be issued is fifteen (15) years; the proceeds of said bonds and any bond anticipation notes issued in anticipation thereof may be applied to reimburse the Town for expenditures made after the effective date of this bond resolution for the purpose for which said bonds are authorized; the proposed maturity of said bonds will exceed five (5) years; and the project is a Type II action under the State Environmental Quality Review Act (SEQRA) and no further environmental review is required;

     FOURTH:  DETERMINING that said bonds and any bond anticipation notes issued in anticipation of said bonds, and the renewals of said bond anticipation notes, shall be general obligations of the Town; and PLEDGING to their payment the faith and credit of the Town;

    FIFTH:  DELEGATING to the Supervisor the powers and duties as to the issuance of said bonds and any bond anticipation notes issued in anticipation of said bonds, and the renewals thereof, and other related powers; and

      SIXTH:  DETERMINING that the bond resolution is subject to permissive referendum.
