Town of New Windsor Enacts Stage 1 Water Restrictions due to Equipment Failures at the Butterhill Water Treatment Facility The Town of New Windsor has enacted Stage 1 water restrictions due to equipment failures, which has caused the Town to shut down the Butterhill Water Treatment Facility for an undetermined amount of time. Efforts are underway to repair the facility.
